Issue with Power Cooldowns not adjusting for weapon weight and remaining at 10000%? (LE3 Specific)

So, I been having an issue where cooldown speed for powers aren't affected at all and I'm not sure what exactly caused such a thing. Cooldowns in game won't be affected if I add more weapons to my loadout or remove weapons, and will remain at 10000% no matter what I do. This isn't a visual bug either, the actual recharge rates in each mission are near instant. While yes I love the feeling of being overpowered, it basically just kills the experience for me in the first place. Help on this would be appreciated. Will The Bleachers Quest Mod produce script lag/bloat if it is combined with SS2, PV, OAR and f04PL?

I'm kind of curious since I'm prepping for another playthrough. I plan to include Project Valkyrie, Outcasts and Remnants, and Fallout 4 Point Lookout in the bag, but I thought it's better safe than sorry before actually loading it in.

Beyond the beef quest bugged out.

So beyond the beef is bugged out to hell. Everything seems to work up until I get to the kid I need to rescue (I forget his name), but then he turns to this aggravated state and doesnt attack anyone. I take him up the members only section and talk to Mortimer, but then his audio clips out and animations for him talking continue. Then, I select the dialogue option to expose him, but then the game out of bumf*#@ nowhere auto skips all of the dialogue he has lightning quick, and the entire casino turns hostile, with me being vilified by the White Glove Society. I have literally no clue as to how this wouldve been caused, and I have a very minimal load order that doesnt conflict with anything base game, except for the Frontier and New California. Help?

At this point, I'm just going to go ahead and delete a few of the script heavy mods. I have to learn the games limits a bit better.

Ok, tried that but none of those suggestions don't work. Side note, I recognized that the game doesn't detect that it is modded when it is. Could that have something to do with it?

I like heavier load orders. I just bypass the needed restrictions and I can get mods. BrandyBoy does it. Don't see why I shouldn't either. If you're not going to be of any help, I'd recommend moving on. Plain and simple.

I'm not sure how to explain it, but for some reason the scripts for SS2 when in a quest freeze and Jake isn't able to do certain sequences. He just stands there, doing nothing. The only fix I found was a patch job, I would need to enter and exit the interior cell or fast travel to the location to reset it, and that worked for the first few quests, but now even that isn't working. It got seriously bad when I tried to do the vault tec Comm Hub quest, where sometimes it wouldn't make him do the sequence and sometimes it did. And then when I entered the point where we enter the basem*nt, the problem occurred again only now the fix doesn't work and he just stands there. Meaning that the quest can't be completed. Please, I just need to know how to fix it. Trying to delete New California but my game is still detecting it somehow. It's saying that the game is "Unable to find new game quest [General} sCharGenQuest=00AD31ff". Does the Fallout.ini have a startup quest tagging system to that of vanilla game or is it a problem with "loose files" still being around?

So I can't load into NV like I used to. A couple minutes ago I tried loading into the game with this load order shown below. The first time, it produced two results: it would either create an infinite load screen, or load partially, showing HUD elements and quest journal blip in the normal location on screen, but it the game itself was just a white abyss. You couldn't control or do anything. It just loaded in that and some of the music. THEN a few seconds ago it would load to the main screen but wouldn't recognize any button presses, and the buttons on screen wouldn't show up, just the main picture of the loading screen. Literally nothing. I can't do anything and this is pissing me off. Please help. Nothing works. I can't play anything. I can't do anything. Is it normal for the game to duplicate saves when you quit and when you reload the game those duplicates turn out to be corrupted for some reason?

Nah I'm just being stuck up because I was able to run a constant 30 FPS and Even 60 Fps on Console and with this whole new interface of file management it just becomes difficult, you know?

Also, wanted to mention that the problem more so is not fps in of itself, it's the dipping of fps, and it constantly dipping 20-30 fps every time I'm going somewhere, or in an interior location with a bunch of assets. Keeping a steady fps count of 60 is my current priority with the mod load order.

That’s the weird part. I have decent specs, a 3070 TI to be exact. I can run resource heavy games like teardown and still keep a constant 60 FPS. Fallout 4 just seems to be a very poorly optimized game xD

It's weird, because I have this problem in exterior locations, not interior cells. Whenever I go in one, boom, perfect 60 FPS. When I go out, stutter stutter, lag, stutter, struggling to run the game constantly. My load order is here, if that helps. Can't cure Ghoulification despite me popping radaway... Any fix?

So I downloaded the dynamic ghoulification mod and for some reason all attempts to cure my impending ghoulification return as failures and I'm not sure if there's a fix. Is there maybe a console command I can do that reverts it back to stage zero or is there a possible work-around for this?

Yeah... It still didn't fix the tire issue lol Well, looks I fixed it. Problem was in The Wasteland Garage, it's an esm file and somehow edited the Fallout 4 esm file directly. Not completely sure why per say, I'm still overlooking it. But it's fixed. All I had to do was delete the mod and the texture was restored. Thanks for your help dude. Appreciate it.

Ok, so now after Steam checked the integrity, Script Extender won't load. "ALR_ERROR No files found in ALR.ini's path Ensure A Full Path Is Being Used EX. C:Program Files (x86)Steamscreenshots" was the full error message.
